Small Emitter's Tool has been Approved

Further to our article about funding for the ETS Support Facility, Neil Duffy, ICM ETS administrator, reports an important development. The European Commission has approved the Small Emitter's Tool for aircraft operators who emit less than 10,000t of CO2 or fly less than 243 flights in three consecutive 4-month periods.

The Tool is an excel based system which requires operators to input the aircraft type and distance flown, and uses a database of known fuel burn rates for aircraft types it estimates how much CO2 is released for individual flights.

The Small Emitter's Tool is a separate system to the ETS Support Facility, which should require little or no input by the operator, but this has yet to be approved.

As manual input is required, operators using the Small Emitter's Tool will be required to put in place controls to ensure that they are accurately collecting distances flown as well as ensuring that all flights are recorded and exempt flights correctly removed.  This information, and the processes for gathering it, will need to be verified before it can be reported.
